Newburg was settled in the 1820s by four German families and was a small village named Newburgh a decade later. The ‘h’ vanished and the modern spelling arose as the name of the post office by the end of the 19th century. Newburg historically had a black population, once concentrated in the Petersburg area nearby at the junction of Shepherdsville and Newburg Roads.

In 1851, Eliza and Henry Tevis, a black freed couple who owned slaves, ran a 40-acre farm in this area. With the end of slavery, freed blacks bought land in this area and started to farm. As late as the 1900s, Petersburg and Newburg still were surrounded by farmland. Newburg at some point became the name of the area, most likely because it was the name of the post office.

By the 1960s suburban sprawl had reached the area, which became a destination for middle-class blacks leaving the city for the suburbs, and remains overwhelmingly black. Incorporated as a city from 1982 to 1987, Newburg was an unpopular move that was soon undone. With the help of the Library Foundation and community support, a new $1.9 million, 8,300-square-foot education and technology-driven library was completed and opened in Newburg in August 2009.
